More Custom Menu Link Options

We need the ability to exclude custom menu links for specific locations when selecting "Show in All Locations" because in some cases I want custom menu links hidden but 99% of the time I want all accounts. So I need a "Show to ALL Locations Except" option so I don't have to manually allow all locations except like 1-2. I also need the ability to hide specific custom menu links from users in user permissions as some custom menu links are for admins only and not staff

It'd be really helpful if we were able to group together a segment of Locations (eg. all of our team-related accounts, or clients-only) in our Agency so we could grant them all access to a specific Custom Menu button.
