Ability to assign Manual Actions to specific User not only the assigned user

When creating Manual Call action in a workflow it always create it for the Assigned User of the contact. The problem is that is the USER=Sales Person and he have 2 or more receptionists who are doing the calls for him , the manual action is created under the Assigned user name, which won't allow the receptionists responsible of this particular customer to do the follow up, unless every receptionist go manually and check the client that she should take care of ...
