When creating smart list in contacts tab, it is only visible to the user who has imported the contacts and not to all the users. So, if I have 20-30 smart list in my sub account, I have to manually give access to all the users in each smart list. So, there must be an option to give access to smart list of all users. Just a toggle, that when on will give access to users of all the smart list or the agency owner can just click on checkbox of which smart list to give access to.
