Do not make a SaaS category required when creating a SaaS plan.

Currently, in order to create a SaaS plan in a subaccount, it requires selecting a Category to assign the plan to. This did not used to exist, but now it is required and this is a problem when the categories cannot be edited, deleted, or managed. There should be a way to save a SaaS plan without selecting a category.
