We have team leads that need the ability to issue refunds. I don't want to open up all the other functionality to them by making them a true admin, as their need is just limited to payments and the ability to issue refunds. There needs to be a specific setting in the roles and permissions to allow someone to issue refunds. Currently I have the user and me as admin with the exact same settings and no way to give them this ability, other than make them an admin. Simple fix is to make "issue refunds" an option in the roles & permissions.
