When a course user submits their assignment for grading, I as the course creator have no way of being notified that they have submitted. Secondly, upon me grading their assignment, they also have no way of receiving a notification to let them know their assignment has been graded.

It can not be expected that both course users and course assessors are just checking these every day "incase" someone has submitted. This needs to be fixed asap.
