Adding a Sales Tax Agency should be a drop-down, not free-form text

Once an Agency is entered, I should be able to select it again in the future. For example, if I enter

Oklahoma Tax Commission

when entering CityA, then I go to add CountyA and I should select the same Agency, not have to re-enter the same via a free-form text field.

This is both to improve UX and reduce data entry errors, such as inconsistent naming of the Agency.
