Show cents properly on Payment Links

Payment links don't show cents properly. Currently cents are only showing one decimal. so $2.50 is being shown incorrectly as $2.5. There are two decimals in currency, not just one. It's always two.

PLEASE FIX: Add option to display numerical custom fields with at least two decimal places
• Format numerical custom fields to:
Display at least two decimal places
Use German number formatting (comma as decimal separator) Example: 123,45 instead of 123.45
• Format date custom fields to:
Use German date format
Display as DD.MM.YYYY Example: 30.11.2024 instead of 30th Nov 2024

In a German document & invoice, 1000.10€ would be written as:
1.000,10 €
The German number formatting conventions are:
• Thousands separator is a dot (.)
• Decimal separator is a comma (,)
• The Euro symbol is written with a space after the number
• For monetary amounts, always show two decimal places
Additional examples:
• 10.000,00 €
• 1.234.567,89 €
• 50,00 €
• 1.000.000,00 €
This formatting is standard in Germany and complies with official norms for business documents and invoices.

Yes! And probably similar subtle nuances in other currencies as well. Internationalization is about more than a literal translation of all the buttons.
