However, I'd like this to be more granular. I typically like to create one funnel with multiple entry points depending on whether the user is a member or not, or has a particular level of membership. With several order forms, then, I'd like to require the credit card on one order form because there's going to be an upsell next, while not require it on another order form because I'm only using it as a registration form with no upsell.

So, the enhancement would be to have the Require Credit Card option not in the site settings, but in the order form settings.
