It doesn't work if "Set your condition" = "IS NOT".  I want the element to be conditionally visible if the value of a custom field is NOT null (ie. it's filled).  
The feature release article reads as if it's supposed to work if "Set your condition" = "IS" or "IS NOT".  Maybe it only works for "IS".  So either a bug or an enhancement request.
