The conditional visibility for Elements is great - we need it for Layouts too. If the conditionally visible contained within a Layout are all hidden to the recipient, the border of the layout still shows up, resulting in "phantom artifacts".

Or, make it so Layouts containing no visible elements (based on conditional visibility settings) are entirely hidden.
