Better smartlist handling for scheduled email campaigns

Currently, once an email campaign is scheduled, contacts remain in the send queue even if they no longer exist in the smart list. There is an option to add new contacts to the campaign, but no option to add or verify them. It does not remove contacts that no longer meet the smartlist criteria.
As a result, the system does not re-verify a contact’s presence in the smart list before the scheduled send, which undermines the purpose of using a “smart” list and causes it to behave more like a static list.
In my opinion, the batches should be made when the send time starts or a few mins before that.

I've always assumed that the smart list would send to the people who meet the criteria at time of sending. If what Ihsan says is correct, that's a huge shortcoming that needs to fixed.
