Survey Responses Detach Secondary Emails and Create Duplicate Contacts

When a survey is submitted, if the respondent’s email address already exists in the system but as a secondary email on a contact record, the system detaches that email from the existing contact and creates a new contact record instead.
As a result:
The new contact is created without any history, tags, or previous data.
The original contact record loses that secondary email address.
Expected behavior:
The survey submission should associate with the existing contact (even if the email is secondary), instead of detaching the email and creating a new contact without context.
