Multiple Client Portals Per Location (Sub Account)

Right now we can only have 1 (one) Client Portal per Location (Sub Account). This means Client Portal settings such as "App Permissions" is Location-wide.
Use Case: Allowing multiple Client Portals per Location (Sub Account) would allow Account Admins (and Agencies) to effectively set up different Client Portals with different configurations (i.e. different domains, different App Permissions, Different Groups/Courses, etc. etc.) for different target demographics & purposes.
Perhaps an Account Admin would want to set up a Client Portal specifically for billing purposes, and a different Client Portal for their Affiliate Program, and a different Client Portal for their Community Group, and a different Client Portal for their Courses...
This would allow for more flexibility for Account Admins/Agencies to effectively keep the use-cases (namely the App Permissions) as separate concerns entirely. No more having confused customers asking why they see a certain area in the Client Portal that is not relevant/for to them.

It's either Multiple Client Portals per Location, OR it's unique Portal UI's per Client Portal Member/User where the Admins can set specific "App Permissions" per Member/User.... either one would actually suffice.
