Sequential IVR Routing Should Continue When Agent Declines — Not End the Call

Currently, when an agent actively declines an inbound IVR Connect Call, GHL ends the caller's session entirely. This makes sequential ring groups unusable in practice — one accidental decline drops the client. The expected behavior should be: if an agent declines, the call moves to the next Connect Call step in the sequence, just like a no-answer timeout does. This is standard behavior in most phone systems (OpenPhone, RingCentral, etc.) and is critical for businesses with multiple front-desk staff.
