Editing Workflows after Starting them is Allowed, but BROKEN??!!

I've been informed by support that while you CAN edit a workflow after contacts have been added, doing so will break the workflow and contacts will no longer properly move through the workflow.
- This needs to be fixed !
- Until this is fixed, users need to be prevented from modifying workflows that are active with contacts (or at least WARNED about it!)
