Currently, the only way to receive outbound voicemails through the API is by enabling call recording on the outbound number in the settings UI. However, there are situations where users may not want to record calls but still need access to the voicemails. As it stands, this is not possible without turning on call recording, making it an all-or-nothing option.

It would be highly beneficial to have an option to access outbound voicemails without requiring call recording to be enabled.
