Pushing an update should NOT overwrite users in the "Assign User" Action

Whenever we push an update into customer accounts, workflows with the "Assign User" action get overwritten and the users previously configured are removed from the action. This functionality doesn't make sense and causes tremendous headache.
Please make it so that when snapshot updates are pushed, the "Assign User" action's configured users do not get removed from the action.
