Workflow Action to Mark an Order as Fulfilled

We need a workflow action step to update an order's status to FULFILLED. This would be for digital products purchased through the online store, which will be delivered automatically through a workflow.
We would also need an option to disable the system generated fulfillment email.

Yes - especially disabling the system generate fulfillment email as many ecomm sites now sell digital products and do not need to send out shipping information to the customer
