This type of notification should be available for someone submitting a new contact using a Form. As it is right now, if someone submits a Form with their contact information and uses an email already assigned to someone in the Contacts, the new person will overwrite the existing contact. It would be nice to be able to prevent this overwriting from happening and send a notice stating that "this email has already been used".
