I am seeing that the default is a 0-15% charge I can add to clients on total adspend amount, but that's removed if i pay the $97 charge for unlimited sub accounts.

What would be IDEAL for everyone, is unrestricted % on ad-spend commissions, and also a PAY PER LEAD cost to sub-accounts that accrues for each lead we generate for them. We could offer a performance based offer, pay per lead, $0 setup cost (or whatever price we want), then a $1-$XXX amount per lead. This would be ideal for US.
