This is already possible with a workflow using the math function and a custom field.

Or if you mean before call is made, outgoing call status and check if same custom field = 0.

Create a custom field with a math operation that increases based on the amount of calls possibly? Create if else in math equation to send to another workflow if amount of calls = 1. Just a thought
